Goku is generally exhausted after using the two abilities in conjunction with each other. Vegeta and others felt that Goku was being foolish the first time used it, and it is true that because of the energy it consumes, he can’t use it for long. It’s also possible that Vegeta’s Super Saiyan Blue Evolved is actually better than Goku’s Super Saiyan Blue Kaio-ken, when taking into consideration the physical toll the Kaio-ken technique takes on Goku’s body. In this state, the only two fighters in the Tournament of Power who would still be above him at this point would be Jiren and Goku.

It’s important to note that Super Saiyan Blue Evolved Vegeta is stronger than Goku’s full power as it was before the tournament, since Vegeta had the power to bring down Top (even after his transformation into a God of Destruction). Instead of following in Goku’s footsteps and pursuing Ultra Instinct, Vegeta headed down a different path and became the first character ever to reach the level of Super Saiyan Blue Evolved. Later, during his own battle with Jiren, Vegeta was motivated both by his desire to keep up with Goku and his promise to wish back Universe 6 to become even stronger. Vegeta had long grown tired of Goku being one step ahead of him. Once again, Goku had shattered his limits. After watching Goku access the incomplete Ultra Instinct form in his first showdown with Universe 11’s Jiren, Vegeta grew frustrated. Vegeta discovered this ability during the Tournament of Power, which was a battle between eight teams of ten warriors to determine the fate of the multiverse. Vegeta reached this level after powering up to the extreme and going “ beyond Super Saiyan Blue.”

This transformation was the last upgrade the Saiyan Prince received before Dragon Ball Super ended. However, when pushed to the edge, they have access to their limit breaking powers. Hence, I would conclude by saying Vegeta and Goku both have access to only Super Saiyan Blue. I believe Vegeta needs to be pushed to the limit for him to release every bit of energy he has(Based on his comments in Episode 123), which allows him to surpass the level of power of Super Saiyan Blue. So it is definitely possible for Vegeta to become stronger with that transformation and Rival Ultra Instinct Goku in terms of power. Jiren's Raw power was strong enough to Rival Mastered Ultra Instinct Goku. I believe Vegeta's new transformation has the potential to Rival Ultra Instinct Goku in the future. Just like Hit's timeskip gave him the edge over Goku, Goku is going to have the edge over Vegeta with Instant transmission and Kaioken A lot of Vegeta fans might argue that Vegeta's transformation is necessary to make him relative to SSJB + Kaioken Goku.So that puts away the Vegeta was conscious when he transformed and Goku wasn't argument. Unlike the first time Goku used Ultra Instinct Omen against Jiren, Goku was fully conscious when he turned Mastered Ultra Instinct considering the fact that he was conversing with Jiren during the course of battle.The same also applied to Jiren considering it was only after him getting overwhelmed by Goku, he managed to awaken his hidden power. Considering Goku needs to be pushed to the edge to activate his Limit Breaking Power, the same would apply to Vegeta. Super Saiyan Blue Evolution would be Vegeta's limit breaking power(Based on comments made in Episode 123 by the Grand Priest and Universe 7 spectators). Ultra Instinct was referred to as Goku's limit breaking power.So it would only make sense for Vegeta to fight at full power right off the bat considering even he knows Ultra Instinct Goku is incredibly strong after witnessing his fight against Jiren. He turned SSJB right off the bat against Weakened Golden Freiza, Hit, Goku Black, Jiren, Toppo(First Fight). Vegeta unlike Goku, doesn't like to fool around with an opponent(Who he knows is strong) and goes all out.Considering Vegeta expected Goku to use Ultra Instinct, we don't see him transforming into that form. When Vegeta and Goku fought at the end, they both turned Super Saiyan Blue.We don't know the definite answer with regard to the same but I personally believe he can't and this is my argument
